(a) For a child whose authorized category of care is for monthly enrollment, child care costs are subsidized based on the monthly enrollment rate as established in the program rate schedule under 4 AAC 65.081, except that an attendance rate under that schedule shall be applied by the grantee if the family
(1) becomes ineligible for program participation during the month; or
(2) leaves the participating provider during the month and a written 14-day notice was given or received or was mutually waived.
(b) For a child whose authorized category of care is for monthly enrollment, a grantee may not make payment to the provider for a month during which the child was not ever in the provider's care.
