(a) A grantee shall properly administer its grant in compliance with the provisions of this chapter, all applicable state and federal laws, and the grant agreement regardless of whether the grantee has subcontracted any administrative duties to a subcontractor.
(b) A grantee shall use forms prescribed by the department to administer the child care assistance program, unless the child care program office approves the use of an alternate form. An alternate form must contain the essential elements of the prescribed form.
