(a) The provisions of this chapter apply to the administration of child care assistance in this state by the department and its grantees, commonly referred to as local administrators. Nothing in this chapter applies to child care grant money administered under 4 AAC 64.
(b) The provisions of this chapter relating to child care provider approval, monitoring, complaint investigation, and appeals also may apply to a provider that is participating in the child care assistance program administered by any state agency as specified by that agency's regulations or a memorandum of agreement with the department.
