(a) The department will, in its discretion, monitor and inspect a provider's billings, sign-in and sign-out sheets, attendance reports, and other documents that the department determines are necessary to evaluate grant compliance and will, in its discretion, furnish the provider with a written report of the department's findings and recommendations.
(b) Upon request by the department, a provider shall allow the department access to the provider's documents, papers, and records during the provider's normal business hours or at a time agreed to by the provider and the department.
(c) If a provider fails to submit a complete and timely response to a monitor report as required, the department will, in its discretion, withhold payment of grant money to the provider.
