(a) Upon receipt of a preproposal, the executive director or the executive director's designee shall review the preproposal to determine whether the application is responsive to the solicitation requirements.
(b) Repealed 8/14/99.
(c) If the executive director or the executive director's designee determines that a preproposal is responsive to the solicitation, the executive director or the executive director's designee shall accept the preproposal and invite the applicant to submit a final proposal.
(d) If the executive director or the executive director's designee determines that a preproposal generally complies with the solicitation requirements but that the applicant has failed to respond to a minor requirement, the executive director or the executive director's designee shall inform the applicant of the inadequacy and request the applicant to cure the inadequacy in an amended preproposal or in the applicant's final proposal.
(e) If the executive director or the executive director's designee determines that a preproposal is not responsive to the solicitation, the executive director or the executive director's designee shall inform the applicant that the preproposal is nonresponsive and the reasons the preproposal was determined to be nonresponsive.
(f) An applicant whose preproposal is determined to be nonresponsive under (e) of this section, may submit a final proposal for review by the board. However, if the board determines that the final proposal is nonresponsive, the board will, in its discretion, reject the final proposal without submitting it for peer review under 3 AAC 233.070.
