(a) Notice of a solicitation for preproposals shall be published in at least one newspaper of general circulation in each judicial district of the state at least one time.
(b) The board will, in its discretion, make notice of a solicitation through other appropriate media.
(c) Nothing in this section limits the additional forms of public notice that may be used by the foundation.
(d) The foundation will, in its discretion, require payment of duplication costs of a solicitation.
