This chapter applies to
(1) grant proposals solicited by and submitted to the foundation for financing of basic and applied research and the development and commercialization of technology that achieve the purposes set out in AS 37.17.010 (b)(1) or that enhance and promote other innovations in this state as identified by the foundation to achieve those purposes, including infrastructure for scientific education and training;
(2) grant proposals solicited by and submitted to the foundation under AS 37.17.225 for implementing the BIDCO assistance program; and
(3) loan proposals solicited by and submitted to the foundation under AS 37.17.220 for implementing the BIDCO assistance program.
