(a) Each fiscal year the department will request from each eligible unincorporated community a prioritized list of proposed capital projects, to be submitted by October 1, for which the unincorporated community requests a grant from an appropriation under AS 37.06.020 for the next fiscal year.
(b) Each fiscal year, before November 30, the department will submit to the office of management and budget a list of proposed capital projects from eligible unincorporated communities for inclusion in the capital budget submitted by the governor to the legislature under AS 37.06.020 .
