(a) Any dispute concerning a question of fact or interpretation of policy under this chapter will be decided by the department's director of administrative services. The director of administrative services shall document in writing a decision made under this subsection and shall furnish that document to the affected municipality.
(b) Repealed 6/15/97.
(c) Repealed 12/31/93.
(d) The affected municipality may appeal the decision of the director of administrative services made under (a) of this section by submitting, within 30 days from the date of receipt of the director's decision, a written appeal to the commissioner of the department. The commissioner's decision on the matter is final.
(e) Pending a final decision on a dispute under this section, the affected municipality shall proceed with the performance of the grant in accordance with the director's decision.
