(a) In this chapter, the population of a municipality in a given fiscal year is the population determined by the Department of Commerce, Community, and Economic Development under AS 29.60.020 for that fiscal year.
(b) In this chapter, the population of a borough is determined in accordance with AS 37.06.010 (g).
