In this chapter,
(1) "commissioner" means the commissioner of the department;
(2) "department" means the Department of Commerce, Community, and Economic Development;
(3) "federally designated area" means a census area designated by the federal government for use in making payments to the state under 31 U.S.C. 6901 - 6902.
