(a) The purpose of the targeted fisheries assistance program, established by this chapter, is to provide funding for projects that the department determines are likely to quickly and significantly improve the economic performance of the commercial salmon fishery in regions impacted by the downturn in the commercial salmon markets.
(b) This chapter applies, subject to available funding, to the allocation and distribution by the department of relief money that the state receives from the United States Department of Commerce under P.L. 108-7, div. N, title V, sec. 501(b), 117 Stat. 11, 549, or div. B, title II, 117 Stat. 11, 75 (February 20, 2003) for projects that the department determines are likely to quickly and significantly improve the marketing of salmon from regions impacted by the downturn in the commercial salmon markets.
