(a) For each year of application, a disabled veteran must submit a letter of certification from the Veterans Administration attesting to the disabled veteran's current percentage of disability. The letter of certification must be attached to Form 21-406.
(b) A disabled veteran will not be required to provide a current letter of certification as specified in (a) of this section if the disabled veteran submits a letter from the Veterans Administration certifying that his or her disability is of a permanent nature and does not require reevaluation.
