(a) Application for state aid under AS 29.60.010 - AS 29.60.300 must be made on forms prescribed by the commissioner.
(b) At the beginning of each fiscal year, the department will send state aid application forms to each municipality and to other potential applicants that the department believes might be eligible for state aid under AS 29.60.010 - AS 29.60.300 .
(c) Repealed 8/19/88.
(d) To participate in a state aid program under this chapter, an applicant must return a completed application to the department, postmarked no later than November 1 of the computation year, except as provided in (e) of this section.
(e) Notwithstanding (d) of this section, to participate in a program under this chapter, an applicant may return a completed application to the department postmarked later than November 1, but no later than December 1 of the computation year. However, an applicant that submits an application under this subsection waives its right under 3 AAC 130.044, 3 AAC 130.094, and 3 AAC 130.102 to appeal a determination under this chapter relating to that entitlement year.
(f) A municipality that has a municipal fiscal year that runs from January 1 to December 31 must, on a form approved by the commissioner, file a certificate of estimated locally generated revenue for the municipal fiscal year that ended December 31 of the computation year. The certificate must be received by the department by January 31 of the computation year.
