(a) At the beginning of each fiscal year that money is available from the electrical service extension fund, the authority will invite electric utilities to apply for a grant from the fund. The authority will determine the appropriate form of notice, including publishing public notice in a newspaper and direct notification of electric utilities by mail. The notice will state how an electric utility can obtain information on grant application procedures, the terms and conditions of a grant, and the application deadline.
(b) Upon request, the authority will provide an electric utility with a sample grant agreement and the evaluation criteria that will be used to select a grant recipient.
