(a) The commissioner will issue a permit for an agent for the silver hand program if the person pays the application and permit issuance fees and certifies on an application form approved by the department that the applicant
(1) is a resident of the state; and if regions are established by the commissioner, the region identified in the permit;
(2) has sufficient knowledge about the handicrafts, customs, and populace of the state, or if applicable, the region identified in the permit; and
(3) has a current Alaska business license, if required under AS 43.70.
(b) The commissioner will, in the commissioner's discretion, require a silver hand agent or applicant for an agent permit to attend a training session provided by the department on the silver hand program.
(c) A silver hand agent permit is valid for three years from the date that the permit is approved by the commissioner. The silver hand agent permit may be renewed by
(1) completing an agent permit renewal application on a form approved by the department; and
(2) paying the renewal fee.
(d) The commissioner will approve or disapprove an application or a renewal application for a silver hand agent within 30 days from the date of receipt of a completed application.
