Section 20. Application review, action, and reconsideration

3 AAC 54.020. Application review, action, and reconsideration

(a) A grant applicant who has not satisfied the requirements of an earlier grant is not eligible for a grant award.

(b) The division shall review applications and award grants under the program at least two times each fiscal year.

(c) A grant application must be received at least 30 days before a grant award meeting, to be reviewed at that meeting.

(d) For each grant application, the division may award a full or partial grant, may deny the application, or may request that the applicant submit additional information. A response to a request for additional information must be received by the division not later than 15 days after the issuance of the request.

(e) Within 15 days after receiving notification of denial of a grant application in whole or in part, the applicant may request reconsideration by the division. The request for reconsideration must specify grounds that would support reversal of the denial. Within 45 days after receipt of a request for reconsideration, the director of the division shall issue a written decision; that decision constitutes final administrative action by the department.
