(a) The provisions of 3 AAC 53.500 - 3 AAC 53.530 and 3 AAC 53.599 apply to a local exchange carrier or an intrastate interexchange carrier that provides billing and collection services to a pay-per-call information provider either directly or on behalf of an interexchange carrier.
(b) The provisions of 3 AAC 53.500, 3 AAC 53.540 - 3 AAC 53.570, and 3 AAC 53.599 apply to a local exchange carrier or an intrastate interexchange carrier that provides transmission services to a pay-per-call information provider.
(c) The purpose of 3 AAC 53.500 - 3 AAC 53.599 is to establish criteria for the provision of intrastate pay-per-call telephone service.
(d) Unless otherwise required under AS 42.05, any requirement in 3 AAC 53.500 - 3 AAC 53.599 may be modified or waived, in whole or in part, by order of the commission upon application and a showing of good cause or on the commission's own motion under procedures set out in 3 AAC 48.805.
