(a) A local exchange carrier may discontinue, suspend, or abandon a local exchange telephone service at a location with commission approval under AS 42.05.261 .
(b) A local exchange carrier proposing to discontinue, suspend, or abandon service under (a) of this section must file a plan for the transfer of its customers to another carrier. The plan must be filed with the commission at the same time the carrier files its application to discontinue, suspend, or abandon local exchange telephone service.
