A rate adjustment granted to an average schedule company under 3 AAC 53.070 - 3 AAC 53.100 is computed and applied as an across-the-board increase to all recurring tariffed charges for local service, including, unless specifically waived by the commission, items with rates established by special contract. However, a rate adjustment under this section may not be applied to directory assistance or public pay telephone charges.
