(a) The purpose of 3 AAC 49.010 - 3 AAC 49.090 is to ensure that the election conducted under AS 42.05.712 will be organized and managed in such a manner that the public interest will be protected and that the integrity of the election process will be maintained. Thus, the utility subscriber or cooperative member will be assured that an election under AS 42.05.712 will be held in a fair, orderly, and impartial manner.
(b) The procedures set out in 3 AAC 49.010 - 3 AAC 49.090 must be adhered to. Adherence to these procedures is a prerequisite to obtaining commission certification of the election results under AS 42.05.712 (e).
