(a) Except as otherwise provided by 3 AAC 48.030 and 3 AAC 48.650, an application for a certificate of public convenience and necessity or for the revision, sale, lease, rental, or inheritance of a certificate; or for the authority to acquire a controlling interest in a certificated public utility or pipeline carrier; or any other application required by AS 42.05 or AS 42.06, will be docketed and considered in a formal proceeding.
(b) A tariff filing will not be docketed or considered in a formal proceeding unless it is suspended by order of the commission within the statutory notice period.
(c) The commission may institute a formal proceeding in regard to any jurisdictional matter, either on its own motion or on complaint.
