3 AAC 47.021. Initial regulatory cost charges

An initial regulatory cost charge is set at .0322 cents per kilowatt-hour in the case of regulated electric utilities and .582 percent of adjusted gross regulated operating revenue in the case of other regulated utilities and pipeline carriers. The initial regulatory cost charges are effective until replaced by regulatory cost charges established under the procedures of 3 AAC 47.030. For the initial regulatory cost charges, the first payment and report required under 3 AAC 47.050 is for the quarter ending December 31, 1995. If the total of annual payments made by a regulated utility or pipeline carrier under the initial regulatory cost charges as reported under 3 AAC 47.060 exceeds the limit set by AS 42.05.254 (a) or AS 42.06.286 (a), the commission will notify the Department of Revenue to refund to the utility or pipeline carrier the amount of the overpayment.
