Except as otherwise allowed under 3 AAC 26.605 - 3 AAC 26.749, a licensee may not directly or through an affiliate disclose nonpublic personal financial information about a consumer to a nonaffiliated third party other than as described in the initial notice provided to the consumer under 3 AAC 26.610 unless the consumer does not opt out after the licensee has provided the consumer a
(1) clear and conspicuous revised notice that accurately describes the licensee's privacy policies and practices;
(2) new opt out notice that complies with 3 AAC 26.625; and
(3) reasonable opportunity under 3 AAC 26.645(a) (3) to opt out before disclosing information to a nonaffiliated third party.
