The administrator will, in the administrator's discretion, accept an electronic signature on an electronic application or other electronic record that is filed with the administrator and that requires a signature under AS 45.55 or this chapter if
(1) a certifying authority registered under AS 09.25.510 (b) verifies that the electronic signature is authentic; and
(2) the person providing the electronic signature has made an agreement, with the certifying authority described in (1) of this section, that the person accepts or agrees to be bound by an electronic record executed or adopted with that signature.
