(a) If the board decides to award compensation, the compensation will be sent to the claimant no more than 20 days following the filing of the final order by the board.
(b) The board in determining an award may include in the award the payment of outstanding unpaid bills the victim incurred due to the incident on which the claim is based, issuing a joint warrant payable to the claimant and the claimant's creditors.
